Citation (IEEE): J. C. Camillus, “Strategy as a Wicked Problem,” Harvard Business Review, vol. 86, no. 5, May 2008.
What it argues
Argues that many strategic challenges are “wicked”: there is no definitive formulation, no stopping rule, and no right answer, and every attempted solution changes the problem. Camillus recommends approaches suited to that reality: involving stakeholders broadly, documenting and revisiting assumptions, defining the organization by its identity rather than its products, and focusing on actions that keep options open.
