What it argues

A government solicitation that invites research and development ideas across many homeland-security topics, rather than asking for one defined product. It sets out a two-step process: a short, mandatory white paper, followed by a full proposal only if the agency encourages it. It specifies the format of each, with separate technical and cost volumes for the full proposal, and the factors used to evaluate submissions. Technical merit and mission relevance weigh most, followed by the offeror’s capabilities and past performance, cost reasonableness, and small-business subcontracting. The course uses it as a clear, real example of how a competitive government solicitation is structured.
